Maybe change the favor to control something else besides what it does right now.

I've got it! Leave the favor system the way it is, except require tokens to enter UW/FOW as well. Have Priests sell these tokens for faction. Zones with favor will have a significant discount, but at least some amount of faction. This will encourage all PvE players to dabble in PvP in whatever form they wish (Guilds will likely get more PvP participation from them), but not so harshly penalyze the unbalanced zones by complete exclusion from access. Plus, the discount will be significant enough, that there will still be an advantage to waiting [if not fighting] for favor. Eventually, PvE-ers will gain PvP know-how, and will eventually have the confidence to be able to help out their fellow zone members take the Hall. Winning HoH still has rewards in itself still, and will not die.

This does a few things:
1- encourages ALL PvE-ers to PvP, no matter what zone.
2- maintains the award for HoH, but not completely exclude the under-balanced geographically grouped players.
3- completes the balance with the whole PvP/PvE crossing. PvP-ers have no choice but to PvE for certain items and pets. PvE-ers have no choice but to PvP for certain PvE access.
4- limit multiple farm visits, and dropouts

EDIT: oh yeah, and you can even enter UW from the international district.

I meant to mention about the tokens: you can only possess one at a time (so you can't hoarde them). With favor, Priests sell them for X faction (~30 minutes worth of random PvP, or 1 GvG win's worth), and say 4X faction without favor (~2 hours worth of random PvP, or 3-4 GvG wins' worth). Winning HoH automatically grants you a token, upon final defeat. (if you drop out early, you never receive the token, but at least you'll have plenty of faction to buy one)

I'm not sure you're adressing the point. As stated (again and again, kudos for patience) by -malachi-, most people won't see the other point of view.

First thing : I thought the faction system eliminated any need for PvE. I'm surprised it doesn't ; it's not as good as I would expect.

Second : your proposition would indeed 'encourage' to PvP. Actually, 'constrain' would be a better word. Still it would be better than it is now, as I'm sure the average PvE player won't get far in the HoH, but should at least be able to collect some amount of faction. Still, you'd get faction farmers aplenty, which I'm not sure is a good thing. There's been many arguments around farming and unbalanced economics. Your proposition would cause a massive influx of easy frags in PvP arenas, which probably would kill the competition : what dedicated PvPer would have fun killing me other and other ? I've played a few FPS in my time, and I know I didn't like one-way fights.

Does someone have an actual suggestion for what should go to replace the loss of opening UW/FOW via the HoH?

As well Albino, PvPers are by and large forced to PvE for anything, we have luckily gotten quite a break recently, but for many it is a much slower road than simply PvE'ing for a decent build and then moving on to PvP. Thus I do not talk as though we deserve to have something greater, I am only saying, people want to remove this idea of PvP'ing for something without giving the above consideration, the fact is, PvP has always been labeled as minor and lacking an overall impact.

Discounts, are not a great impact, unless the cost was extremely raised, which I do not want to venture the idea to be honest, then I could pump out costs lacking favor very quickly.

As well, is not the main problem with this system the fact that Europe and Korea are lacking the time for entering UW/FoW? Wouldn't the best idea to be change the system to better give them this time, as I have attempted to reason out, thereby meaning that whatever notable reason to PvP you include beyond bragging rights, as great as they are is a pitiful excuse to give it nothing, will be accessible to Europe and Korea in the mean time, while PvErs can go back to UW/FoW all they want?

As I have said, it is much easier to create a new PvE area which holds something, since those are nice drops and a challenge, while a new arena would do nothing but offer mild eye candy.

I'll agree that PvErs perhaps should not be forced into PvP to experience this, but, the problem does not come up for America because we always have them, if we fix it to where all have a fair shot at it for a fair amount of time, then I do not even see having to delve onto the issue of changing what is linked to the HoH itself.
